Shipmanager group InterManager has criticised Singapore for introducing tougher quarantine and immigration policies that it claims prevent most owners and managers from repatriating seafarers and changing crews. The Maritime and Port Authority says ‘Singapore continues to facilitate crew changes daily’, but it will not release changeover figures
